Heather R. Cascone

Assistant Vice President of State Affairs

Heather R. Cascone is Assistant Vice President of State Affairs at PCMA. She is responsible for overseeing all the state legislative activity in the Northeast and Mid-Atlantic state region. She brings 15 years of government and public affairs experience from both the public and private sector.

 

Before joining PCMA, Ms. Cascone served as Senior Director, State Government Affairs at Express Scripts, a leading pharmacy benefits management company. She worked directly with lawmakers across the Northeast to shape policy on a broad range of complex health insurance, prescription drug, pharmacy practice, and reimbursement issues. Ms. Cascone advised Fortune 50 employers, national health plans, labor unions, and state and local governments on the impact of PBM legislation on their provision of pharmacy benefits. She also collaborated with internal stakeholders to ensure compliance with state laws and regulations, and to help the company in its business procurement efforts. Prior to her work at Express Scripts, Ms. Cascone held various roles at Medco Health Solutions including policy analysis and communications for the state government affairs team, and issue management and proactive programs development in the department of public affairs. Ms. Cascone was a featured speaker on Pay to Play corporate political compliance strategies, and served as a trustee of the NEW JOBS PAC.

 

Prior to her work in pharmacy benefits, Ms. Cascone was a staffer to US Representative Rodney P. Frelinghuysen (R-NJ).

 

She is a graduate of Rutgers University where she earned a Bachelor of Arts in English.
