(WASHINGTON, D.C.) – Today, The House Energy & Commerce Committee is considering H.R. 9393, the Lower Costs, More Transparency Act of 2026. With landmark pharmacy benefit manager (PBM) reform already enacted in the Consolidated Appropriations Act (CAA) earlier this year, H.R. 9393 includes many requirements already mandated under the CAA.

David Marin, President and CEO of PCMA, issued the following statement in advance of the markup:

“For years, the narrative in Congress was that PBMs need more transparency. That narrative is now out of date because Congress passed unprecedented PBM transparency into law this year. PBMs will be required to show employers how they are compensated as well as drug-by-drug, claim-by-claim data. In addition, easily accessible information about prescription options and costs is available to doctors and patients through real-time benefit tools that PBMs offer, providing transparency at the time of prescribing.

“PBMs are the most transparent part of the prescription drug supply chain. Yet another layer of reporting requirements on PBMs provides patients no value and only makes it more expensive to provide pharmacy benefits to American families. Now is the time to focus on others in the chain, specifically drug wholesalers, where very little, if any, transparency requirements exist.”
