Establishes specific, cost-based benchmarks that PBM must use for pharmacy reimbursement. The most common of these acquisition cost-based benchmarks is NADAC, or the price some pharmacies self-report to CMS that does not include discounts or other price concessions the pharmacy may have received. Also includes dispensing fee requirements, and value based contract regulations.
