PCMA Welcomes New Legal, Finance and Technology Additions, Announces New Role

(Washington, D.C.) — The Pharmaceutical Care Management Association (PCMA) is announcing the additions of Jack Linehan as General Counsel, Agnita Kote as Chief Financial Officer, Zach Pleasant as Director, Technology and Operations, and the promotion of Amanda Frost to Vice President, Research.

“I want to welcome Jack, Agnita and Zach to the team, as well as congratulate Amanda on her well-deserved promotion,” said JC Scott, PCMA President and CEO. “Each bring an enormous amount of experience, knowledge, and expertise to PCMA and will help us better serve our members in their work to lower prescription drug costs and improve access for millions of Americans.”

John “Jack” Linehan joins PCMA as General Counsel. Jack is an experienced health care regulatory and litigation attorney who recently worked as a partner at the law firm, Epstein, Becker & Green. He is deeply familiar with legal matters involving PBMs and drug distribution, reimbursement, and pricing issues generally. In addition to his years in private practice, he served as a Special Assistant U.S. Attorney in the U.S. Attorney’s Office for the District of Maryland and as a law clerk for the Honorable Richard D. Bennett of the U.S. District Court for Maryland.

Agnita Kote joins PCMA as Chief Financial Officer. Agnita will provide strategic financial planning and is responsible for the daily management and oversight of all the finance and accounting functions, budgeting, and financial reporting. Agnita has over 10 years of finance and accounting experience for nonprofit organizations. Prior to joining PCMA, she served as the Chief Financial Officer at the National District Attorneys Association.

Zach Pleasant joins PCMA as Director, Technology and Operations, where he will oversee all of the organization’s technology and IT needs. Prior to joining PCMA, Zach was the Senior Director of IT Services at the Institute of Transportation Engineers where he supervised staff and office technology, the association’s websites, as well as the association’s management system.

Amanda Frost has been promoted to Vice President, Research. Since joining PCMA in 2019, Amanda has expanded our research department’s expertise and capacity, founded PCMA’s Rx Research Corner blog, and more fully developed our rapid-response function. The data and analysis our research department produces under her leadership are essential to the work we do in framing our policy positions, defending our industry, and promoting PBM value.
