Washington, D.C.) — The Pharmaceutical Care Management Association (PCMA) today announced that Sean Williams is joining the organization as Senior Vice President of State Affairs. He will officially begin his role in January 2026.
“I’m pleased to welcome Sean Williams to the PCMA team,” said Chief Government Affairs Officer and Interim CEO Lucia Lebens. “At PCMA, we advocate for the PBMs that work tirelessly on behalf of patients and employers to secure savings, enable better health outcomes, and support access to quality prescription drug coverage. With a proven record of uniting stakeholders and delivering results in high-stakes, multi-jurisdictional negotiations, Sean will play an essential role in advancing our efforts.”
Williams brings more than two decades of government affairs and public policy leadership experience at the state and national levels. He most recently served as Vice President of State and Local Government Affairs at Airlines for America (A4A), where he led lobbying efforts and managed complex legislative and regulatory negotiations nationwide. He also served as the airline industry’s lead negotiator on major policy initiatives, including the 2024 reform of the California Private Attorneys General Act, the resolution of long-standing aircraft valuation issues, and several tax-modernization measures.
A former Connecticut state legislator, Williams represented the 68th House District from 2003 to 2015, holding multiple leadership roles and earning recognition as a bipartisan coalition-builder known for forging effective cross-party partnerships.
