In Review: This week in Alabama, SB 252 was supposed to have a hearing only in House Insurance. However, House Leadership decided to turn the hearing into a vote to keep the bill moving. SB 252, as written, would require PBMs to follow the Alabama Average Acquisition Cost plus a professional dispensing fee when reimbursing “community” pharmacies. The bill further requires PBMs to provide all rebates, fees, administrative fees, and other price concessions back to the plan sponsor. PCMA has been working with the Business Council of Alabama, Manufacture Alabama, the Alliance of Healthcare Consumers, and others in opposition to the bill. Unfortunately, the House Insurance Committee voted SB 252 out of committee unanimously, and we anticipate the bill will be on the House floor by Tuesday.
