Arkansas Weekly Update 10.21.24

In Review: Late Friday evening, the Arkansas Insurance Department (AID) released a draft of its enforcement bulletin for its dispensing fee Rule 128. The Bulletin outlines the timeline for implementation and the reporting AID will use to determine whether dispensing fees are “fair and reasonable.” Reporting will include the percentage of claims paid at or near NADAC, pharmacy retention data, reimbursement adjustments made in response to complaints, and reimbursement percentages for affiliate pharmacies. Plans will also be required to file total drug cost impact estimates for several dispensing fees, up to $10.50. The oral hearing on Rule 128 is set for Tuesday, and PCMA will provide comments, but the written comments will be due in November.
