In Review: Last Tuesday, the Assembly Health Committee held a hearing on AB 910 (spread pricing, delinking, transparency, 100% rebate pass-through, fiduciary to the plan). Ike Brannon, an economist from Washington, D.C., testified in opposition, highlighting how PBMs save payers and patients money. The bill advanced unanimously out of the committee and now goes to the Assembly Appropriations Committee. Last Wednesday, the Senate Health Committee heard SB 41 (spread pricing, delinking, NADAC-based reimbursement and Medicaid-based dispensing fees, transparency, limits on formulary management, 100% rebate pass-through). Ike Brannon also testified at this hearing. The bill advanced out of committee and now heads to the Senate Judiciary Committee due to the penalty provisions under the Department of Insurance.
