In Review: Governor Newsom released his policy outline for PBMs.  It would require PBMs to provide data to DMHC as well as HCAI and be regulated by the Department of Managed Health Care.   The governor’s proposal will come in the form of a budget trailer bill. The 2026 budget is required to be completed by mid-June.  It remains to be seen what impact this has on AB 910 and SB 41, although Senator Wiener has already indicated the Governor’s proposal doesn’t go far enough.

Up Next: We expect both AB 910 and SB 41 to advance out of their respective appropriations committees this week.
