In Review: The Governor’s PBM budget trailer bill language came out late Friday, May 23.  As outlined in the Governor’s earlier statement, the bill has extensive licensing and reporting language. PBMs would be licensed and regulated by the Department of Managed Health Care. Also on Friday, SB 41 advanced out of the Senate Appropriations Committee and now heads to the Senate floor for a vote. At the request of the Assembly Health Chair Mia Bonta (D), AB 910 was held in the Assembly Appropriations Committee and will be a two-year bill – i.e., it will not advance any further this year.
