California Weekly Update 9.15.25

In Review: Senate Bill 41 (delinking, ban on spread, licensing, transparency, AWP, fiduciary) passed out of the Assembly on Wednesday, September 10, and the Senate concurred on Thursday, September 11. The Assembly vote was 69-2, with nine legislators not voting. While the team on the ground pressed hard for more “no” votes, last year the vote in the Assembly was 74-0. The legislature adjourned on Saturday, September 13.

Up Next: The bill will likely land on the Governor’s desk sometime this week. He has until October 12 to sign, veto, or let it become law without his signature. JC and members of the Board have a Zoom scheduled with the Governor’s office this Thursday, September 18. Our partner coalition, Californians Alliance for Prescription Affordability (CAPA), is continuing its aggressive ad campaign. PCMA is doubling its outreach to labor organizations, which to date have been preoccupied with other issues.
