California Weekly Update 9.2.25

In Review: On Friday, August 29, the Assembly Appropriations Committee advanced SB 41 (delinking, ban on spread, licensing, reporting, fiduciary). On a positive note, the Department of Finance released its analysis and opposition to SB 41 based on the “significant and unquantifiable” fiscal impact of the bill.

Up Next: The bill now goes before the full Assembly for a vote. PCMA has a floor alert urging Assembly members to vote against the bill because of the cost impact and pointing out the previously passed Governor’s budget trailer bill requiring PBMs to be licensed by the Department of Managed Health Care and report data. If the bill passes the Assembly, it will have to go back to the Senate for concurrence. Under CAPA’s banner, we are beginning our ad campaign opposing SB 41. We are still hoping to transition our ad campaign to come under the auspices of the Cal Chamber.
