Connecticut Weekly Update 2.20.24

In Review: PCMA met with Deputy Insurance Commissioner Jared Kosky to discuss the role of PBMs in the marketplace. We also discussed ERISA preemption and how the legislature does not always understand that PBM legislation applies only to fully insured plans. PCMA met with House Minority Leader Vincent Candelora (R) to discuss the role of PBMs in the marketplace and how drug manufacturers set the price. PCMA also met with Insurance and Real Estate House Chair Wood on the committee’s priorities, which appear to be focused on the Governor’s Prescription Drug Affordability Board bill. Chair Wood expressed no interest in the Board’s ability to set upper payment limits, which is currently in the bill. The Public Health Committee held a hearing for concept bills to be raised. The list of concept titles appears to have various PBM-related policies. PCMA will continue to monitor for language to be released.
