In Review: The triple referral deadline has passed. HB 250 and SB 1509 have both been converted into studies, with HB 250 leaving room for interpretation on pharmaceuticals. Six resolutions impacting PBMs have been introduced, including SCR 69 and HCR 152, both containing highly critical and biased language referencing SB 1509. While resolutions lack statutory authority, we will push back on message framing. Other notable resolutions include SCR 10, urging prior authorization reforms; SCR 43/45 and HCR 202, updating the Hawaii Patient Bill of Rights with concerns over AI-based denials; and HCR 152, advocating expanded pharmacy reimbursement mandates.
Up Next: The lateral deadline is Thursday, March 20, which requires bills to advance from subject matter to final committees.
