In Review: The new legislative session started on January 8. The Department of Insurance (DOI) has not yet released its 2025 legislative agenda, but we do know that a PBM bill is the DOI’s top priority. HB1159 is an anti-PBM omnibus bill that is identical to last year’s omnibus bill, which includes a ban on spread pricing, steering prohibitions, and increased dispensing and reimbursement fees. Other introduced bills include:
- HB 4 (Ford) requires a Medicaid study on managed care pharmacy access standards and removes pharmacy networks from Medicaid, identical to HB 23 from the previous General Assembly.
- HB 1018 (Cabello) prohibits steering, identical to HB 5833 from the previous General Assembly.
- HB 1171 (Mayfield) requires 100% rebate pass-through to covered individuals, identical to HB 1054 from the previous General Assembly.
Up Next: A convened session of the legislature is not expected to begin until January 28.
