In Review: The Illinois Department of Insurance (DOI) did not introduce its PBM bill before the legislation filing deadline, which was Friday, February 7. DOI does have three shell bills that we assume are reserved spots for PBM legislation, HB 3705, HB 3706, and HB 3707. The conventional wisdom is that DOI will wait until February 19, when the Governor could announce his big PBM reform in the State of the State/Budget Address. Finally, PCMA counsel is currently identifying all bills that impact PBMs and will send a full list of our tracked bills later this week.
