Indiana Weekly Update 1.27.25

In Review: The Indiana Senate Committee on Health met Wednesday to consider three bills impacting PBMs. PCMA offered testimony in opposition to all three measures. Following the hearing, the committee advanced SB 140 (dispensing fee) and SB 480 (prior authorization restrictions) to the Committee on Appropriations for further review. The Committee did not take any further action on SB 503 (single PBM). During the Committee meeting, an amendment prohibiting vertical integration was introduced and discussed, but ultimately, the amendment was withdrawn by the sponsor.

Up Next: The Indiana House Committee on Insurance will hear HB 1003, which would eliminate the trade secret exemption from required PBM disclosures to health plans. The House Committee on Public Health will hear HB 1666, a reporting mandate requiring healthcare entities to disclose their owners. The Senate Committee on Health will potentially hear SB 3, a bill to impose fiduciary duties on PBMs.
