Iowa Weekly Update 1.22.24

In Review: There was a Subcommittee Commerce and full Commerce hearing on HSB 536, which is the Iowa Division of Insurance’s “clarifying” PBM bill. PCMA testified with concerns about the bill at the Subcommittee hearing that dealt with the fees and retaliation provisions. The bill ultimately passed unanimously in both Committees. The Senate companion, SSB 3079, was introduced last Wednesday. After a discussion with the Senate Commerce Chairman and the apparent Bill Manager, it was requested that PCMA and its members provide language that alleviates our concerns. HF 626 which is the continuity of care bill, was assigned to a Commerce Subcommittee. In addition, both SF 2602, which is a bill dealing with insurance coverage of insulin drugs, and HSB 590, which is a bill dealing with 340B drugs as they pertain to manufacturers and wholesalers, were assigned to the Commerce and Health and Human Services Subcommittees, respectively.

Up Next: PCMA and member companies will need to provide language early this week to the Senate Bill Manager on SSB 3079. PCMA is currently working on draft language, which will be circulated soon to the members for their review.
