Iowa Weekly Update 2.26.24

In Review: PCMA circulated draft language on a “rural pharmacy reimbursement rate” as well as the PCMA PSAO model bill to the members last Wednesday. In addition, a marked-up bill was circulated by Wellmark, ABI, and the Iowa Insurance Federation on HF 2401 (Spread Pricing Ban/AWP/Networks/MAC/Discrimination). PCMA and its members made additional changes to the marked-up bill and added the agreed upon “rural pharmacy reimbursement rate” and the PSAO Model language formulated to fit Iowa law and sent it back to the other stakeholders for review on Saturday. The sponsor of the bill, Commerce Chair Shannon Lundgren (R), wants to see language as soon as possible. HF 2099 (IID Bill) passed the House last Wednesday. PCMA is working with the sponsor of Its Senate companion, SF 2357, and has had good conversations relative to the fees and the fee amounts. Finally, suggested language was circulated late Friday on HF 626 (Continuity of Care/Nonmedical Switching) given this bill may have some momentum and we would like to limit its scope.

Up Next: We will continue to work on the language for HF 2401 and HF 626.
