Maryland Weekly Update 3.31.25

In Review: The Senate Finance Committee heard testimony on a bill to expand the authority of the Maryland Insurance Administration to regulate ERISA and self-insured local government and union plans. The Maryland Association of Counties and the DC/Baltimore Building Trades spoke on behalf of 27 other plan sponsor opponents, raising concerns about the legal authority of the state to regulate their benefit plans and potential cost increases if enacted. PCMA met with Deputy Legislative Officer June Chung in Governor Wes Moore’s (D) administration to educate the office about concerns from plan sponsors. A vote would need to occur this week in order for the bill to reach a procedural vote deadline before the legislature adjourns sine die on Tuesday morning at midnight.
