In Review: Governor Maura Healey (D) signed S 3012, which requires PBMs and drug manufacturers to participate in the Health Policy Commission’s newly formed Office for Pharmaceutical Policy and Analysis. The bill also requires drug manufacturers and PBMs to participate in annual cost growth benchmarks and cost trend hearings and requires PBMs to be licensed in the state. PCMA did not seek a veto request from Gov. Healey.
