In Review: Last Monday, a hearing was held in the House Commerce and Finance Policy Committee on HF 4100 (Copay Accumulator) that is part of a much broader bill including medical debt that Attorney General Keith Ellison’s office is supporting. PCMA submitted written testimony in opposition relative to the one section dealing with copay accumulators. Overall, the bill had a large number of opposition, and it was laid over for possible inclusion in the omnibus bill. Last Tuesday, SF 3532 (Prior Authorization/Gold Carding) was heard in the Senate Commerce and Consumer Protection Committee. PCMA, Cigna, and Prime Therapeutics all testified at the hearing. An amendment was adopted which changed effective dates, removed the gold carding provision, and made changes to the value based contracting language. The bill was re-referred to the Senate Health and Human Services Committee. PCMA met with Senator Jordan Rasmusson (R), Senator Zach Duckworth (R), and Representative Kristin Bahner (D). The following new bills were introduced last week: HF 4755 (340B Covered Entity Reporting), SF 2533 / HF 2395 (Allow Commissioner of Human Services to Enter into Value-based Purchasing Arrangements with Drug Manufacturers), SF 4584 / HF 4605 (Modify Requirements for Medication Repository Program), SF 4644 / HF 4419 (Clarifying Definition of Health Plan Company), and SF 4778 / HF 4745 (MNCare Public Option).
