Minnesota Weekly Update 3.31.25

In Review: Anti-PBM bills originating from pharmacists were introduced late last week in the House and Senate (SF 3063 / HF 2851). These bills include issues such as fiduciary, ban on spread pricing, requiring an open pharmacy network, pharmacy reimbursement, and MAC Law Modifications that include Pharmacy Never to Lose Money on Dispensing/MAC Methodology Disclosure. The following bills were heard on March 25 in the Senate Health and Human Services Committee, and PCMA either submitted a letter or testified in person: SF 1806 (Prohibiting Certain Formulary Changes During the Plan Year), SF 1876  (formulary), and SF 1877 (point-of-sale rebates). While SF 1806 was laid over for possible inclusion in the omnibus bill, the other two bills were rereferred back to the Senate Commerce. Last Friday, the Senate DFL party released their committee finance targets, and the equally divided House announced an agreement on Saturday on a framework for the upcoming two-year budget cycle.
