Missouri Weekly Update 4.22.24

In Review: Last week, the House of Representatives passed two bills relating to PBMs, HB 1976, relating to gold carding and prior authorization, and HB 2267, relating to white bagging, 340B, and biosimilar drugs. Given the legislative session is due to adjourn on May 17, it is unlikely that any of these bills will have enough time to get through the legislative process in the Senate. The main threat to PBMs is SB 751, a multipolicy bill that prohibits white bagging; it makes various changes to the 340B program, and provisions relating to biosimilars. PCMA has submitted amendment language to the author of SB 751 that eliminates all provisions relating to biosimilars and amends the white bagging language that significantly mitigates the bill. Finally, PCMA and stakeholders are monitoring stand-alone amendments that may get introduced and attached to a legislative vehicle that is moving.
