North Dakota Weekly Update 1.21.25

In Review: There was committee work last Wednesday in Industry, Business, and Labor on HB 1087 (licensing of insurers/PBMs), which is a Department of Insurance clarifying bill. The North Dakota Pharmacists Association spoke to the committee and indicated that after numerous discussions with members, they would find a sponsor for their PBM amendments, and the clean bill received a “do-pass recommendation” and passed the House on Thursday. There was a hearing on SB 2076 (Medicaid Prior Authorization) in the Senate Human Services Committee, it received a “do pass recommendation” and passed the Senate. Two anti-obesity coverage mandate bills were introduced, HB 1451 (Anti-Obesity Medical Assistance Coverage Mandate) and HB 1452 (Anti-Obesity Coverage Mandate). Finally, a draft of prior authorization language was circulated to the members with feedback requested.

Up Next: A hearing on HB 1216 (copay accumulator) was scheduled for today in the House Industry, Business, and Labor (IBL) Committee but was removed from the calendar last evening. We are hearing it will possibly be rescheduled to next Monday, January 27. PCMA will be submitting a letter to the committee.
