In Review: Last week, the House Insurance Committee issued a meeting for Wednesday, February 7, that includes House Bill 130, relating to prior authorization/gold carding, and House Bill 291, relating to frozen formulary. There is no opportunity for testimony for either bill; rather, the hearing will be to consider amendments to both bills. House Bill 130 has a draft substitute amendment that will exempt prescription drugs from the prior authorization and gold card requirements and create a gold carding threshold of 95%. Should the amendment be adopted, PCMA would be neutral on the bill. House Bill 291 has a simple amendment for consideration. PCMA has reviewed the amendment, and while it is a slight improvement to adjust for costs, PCMA remains opposed to House Bill 291.
