Oregon Weekly Update 2.10.25

In Review: The House Behavioral Health and Health Care Committee heard several PBM bills last week, February 4, including HB 3212 (ban on spread pricing, AWP, and minimum pharmacy fees). Both sides were able to present for roughly 30 minutes each, followed by supporting testimony from each side. Several organizations testified in opposition to the bill including significantly Portland Public Schools. The hearing ended with Chair Rob Nosse (D) calling for both sides to convene and work on developing a consensus. Other bills heard included essentially a ban on vertical integration and PBM fiduciary to beneficiaries when negotiating rebates with pharma.

Up Next: We expect to begin meeting with pharmacists soon after Chair Nosse officially names committee members who will be tasked with managing the stakeholder process. Member companies will be reaching out to Chair Nosse and other committee members with data on the fiscal impact of enacting mandatory fees.
