Oregon Weekly Update 2.20.24

In Review: HB 4113 (copay accumulators) moved through a work session and was advanced out of the committee. HB 4149 (omnibus) encountered a slight delay due to the unavailability of necessary paperwork, postponing its movement in the legislative process. The delay is strategic, allowing time to consolidate proposed amendments (-3, -4, and -5) into a single comprehensive amendment. These amendments aim to reduce the bill’s impact significantly. The amendments seek to remove the “any willing pharmacy” language and eliminate language concerning ERISA, dispensing fees, and AWP (Average Wholesale Price), which are considered significant. The legislative activities surrounding these bills underscore a dynamic negotiation and amendment process.
