In Review: The 2024 legislative session in Oregon is set to begin on February 5. Several bills have already been filed regarding the regulation and oversight of PBMs. HB 4013 (copay accumulators) is sponsored by Representative Emerson Levi (D), while HB 4012 (white bagging) does not identify its sponsor currently. Representative Nancy Nathanson (D) has filed HB 4149, (omnibus) bill covering a wide range of provisions to regulate PBMs, including licensing, transparency, and pharmacy reimbursement mandates. Stakeholder meetings concerning HB 4149 have been ongoing, but there have been few signs of progress in terms of the proposed language. This indicates that there are challenges in reaching a consensus and moving forward with specific regulatory measures that will not increase costs for plans and patients.
Up Next: The House Committee on Behavioral Health and Health Care has scheduled public hearings for all three of these bills on February 6.
