In Review: Healthcare Chairman Rob Nosse (D) held a PBM topic work session on June 12, focusing on establishing the group’s purpose and goals, which include identifying issues, exploring solutions, and reaching a consensus on a bill for the 2025 session. Emphasizing the constraints of state versus federal jurisdiction, the group discussed actionable policies within state control, such as PBM regulation and transparency. Key topics included the history of PBM legislation in Oregon, the impact of Maximum Allowable Cost (MAC) pricing, and the challenges posed by federal preemption under ERISA and Medicare Part D. The workgroup meetings are scheduled biweekly from June to September, with pharmacists presenting their needs at the next meeting, followed by responses from PBMs and carriers on July 17.
