Oregon Weekly Update 7.1.24

In Review: During the recent “Oregon PBM Work Session 2024,” held on June 26, the pharmacy association presented policy concerns related to PBM practices to an audience of 45 attendees, including PCMA staff and members. The proposals discussed included banning spread pricing, transitioning from MAC to NADAC, and implementing mandatory dispensing fees. PBMs and plans raised questions to clarify the NADAC methodology, revealing skewed metrics that illustrate the varying degrees of profitability and financial impact PBMs have on pharmacies in Oregon, encompassing Medicare, Medicaid, and commercial plans in the totals paid. Additionally, the session addressed the relationship between PSAOs and pharmacies in negotiating contracts. These discussions are pivotal for future legislative actions that will shape the regulatory landscape for PBMs in Oregon. The pharmacy association will continue to present these issues at the next meeting on July 17, with PBMs and plans scheduled to present on July 31.
