In Review: Representative Rob Nosse continues to lead bi-monthly stakeholder meetings focused on potential PBM legislation for the 2025 legislative session. In last week’s meeting, the PBM industry concluded their presentation, followed by an ERISA overview from a health trust attorney. Key discussions revolved around challenges with pharmacy contracts, including credentialing issues, the financial impact of mandated dispensing fees on local governments, and the regulation of plans and PBMs related to ERISA. Concerns were raised about the perceived lack of negotiating power for independent pharmacies. The Board of Pharmacy staff also presented data explanations on the loss of independent pharmacies in Oregon. Notably, the meeting concluded with a shift in strategy, with Rep. Nosse inviting participants to submit language and concepts for review, marking a departure from his earlier plan to develop the bill language and policy initiatives himself.
