Review: The Utah legislative session is gaining momentum, with several key PBM bills under consideration. HB 257 (spread pricing, Audits, ERISA, point-of-sale rebates, rebates), sponsored by Representative Norm Thurston (R), is a returning bill from 2024 and remains a significant focus of stakeholder discussions. HCR 2 (point-of-sale rebates), also introduced by Rep. Thurston, aims to ensure that Public Employees’ Benefit and Insurance Program (PEHP) members benefit from the estimated value of pharmaceutical rebates at the point-of-sale, enhancing transparency and savings. HB 52 (copay accumulators) is back for its third consecutive year, now sponsored by Representative Candice Pierucci (R). Efforts are underway to engage with Rep. Pierucci to understand her priorities for this legislation. At present, no hearings have been scheduled for this bill.
