In Review: Representative Norm Thurston (R) introduced the draft “Pharmacy Benefit Amendments” bill for the 2025 General Session. The bill mandates POS rebates, restricts spread pricing in self-funded health plans (requiring alternative options), imposes limits on administrative fees, enhances pharmacy network protections, and provides clear definitions for rebates and spread pricing.

Up Next: Stakeholders will develop a response strategy that includes detailed comments provided to the sponsor, third-party ally development, and meetings with the sponsor and leadership.
