Virginia Weekly Update 12.15.25

In Review: Governor-elect Abigail Spanberger (D) is expected to announce PBM legislative initiatives as part of her health care priority rollout this week. Likely provisions include:

  1. Restrictions on patient steering
  2. Sharing rebate savings – likely, point-of-sale rebate mandate
  3. Restrictions on clawbacks and DIR (with considerations for fraud and abuse)

PCMA continues to check in with the Governor’s staff and share our concerns about the above proposals. In addition, PCMA is reaching out to the newly appointed Health and Human Resources nominee, Marvin Figueroa, as well.

Finally, the Governor-elect’s staff continues to indicate that delinking and forced pharmacy closures are not legislative priorities and do not plan on pushing those proposals.
