In Review: On February 26, the House Committee on Appropriations took executive action, passing ESSB 5213 (spread pricing, pharmacy networks, reimbursements, mail order) without any amendments. Despite over 900 individuals and organizations opposing the bill at two public committee hearings and facing unified opposition from business, labor, and various associations, the House voted in favor 73-20, 5 excused, in the early hours of February 29. Only one Democrat voted against the bill. The House’s decision on February 29 disappointed and frustrated many who had vigorously opposed the bill. They felt unheard, believing that the House legislative members disregarded the concerns of those impacted by the bill.
Up Next: ESSB 5213 will proceed to the Senate for concurrence or conference committee review before advancing to the Governor’s desk for consideration. All legislative actions must conclude by 5:00 P.M. on March 7. Veto letters are being prepared.
