In Review: PCMA continues to execute a strategy that gets HB 5430 / SB 907 sent to the Senate Finance Committee. As a reminder, HB 5430 prohibits PBMs that have pharmacies licensed in West Virginia from participating in providing benefits to the Public Employees Insurance Agency (PEIA) (state employee) program, bans steering, and a provision that states PBMs cannot use GPOs to evade current law, which says 100% of rebates have to be passed through at the point-of-sale.
Up Next: PCMA expects a significant fiscal impact of HB 5430 to be publicly released in the very near future. When it becomes available, it will strengthen our case to send the bill to the Senate Finance Committee and, hopefully, defeat the bill for this session.
