In Review: Governor Tony Evers (D) delivered his State of the State Address highlighting his “Less for Rx” Prescription Drug Plan. Over 18 policies are contained in the Governor’s plan that will impact the drug supply chain including insurers, PBMs, PSAOs, and drug manufacturers. Eight provisions directly impact PBMs: creating the Office of Public Intervenor that will allow government to issue fines to PBMs and insurers; value-based diabetes medication pilot project; transparency on denial claims; prior authorization; create a gold carding program; ban on copay accumulators; fiduciary requirement; and a copay cap on insulin. PCMA will be asking the legislature to remove these provisions during the upcoming budget process.
