PCMA Welcomes New Policy Legal and State Affairs Additions Announces New Roles

(Washington, D.C.) — The Pharmaceutical Care Management Association (PCMA) is announcing the additions of Angela Banks as Vice President, Policy; Jonathan Buxton as Director, State Affairs; and Peter Fjelstad as Director, State Regulatory and Legal Affairs, as well as new roles for Jenny Bradham, Charles Cote, Kayla Firriolo, Michelle Mack, and Jocelyn Wiles.

“I want to welcome Angela, Jonathan, and Peter to the PCMA team and congratulate Jenny, Charles, Kayla, Michelle, and Jocelyn on their well-earned promotions,” said JC Scott, PCMA President and CEO. “These staff additions and changes will only help strengthen our mission to better support pharmacy benefit managers, PBMs, as they provide prescription drug affordability and access to millions of Americans.”

Angela Banks joins PCMA as Vice President, Policy. She will direct the association’s policy development activities to support the PBM industry’s federal and state advocacy efforts. Angela most recently worked with the UnitedHealth Group (UGH) where she served as vice president, external affairs, directing UHG’s organizational policy strategy on prescription drugs and pharmacy care services. Angela has an extensive background that includes positions with EMD Serono, AstraZeneca, and Otsuka Pharmaceutical Companies.

Jonathan Buxton joins PCMA as Director, State Affairs. Jonathan is based in Oklahoma and will help PCMA in its lobbying efforts in that region of the country. Prior to joining PCMA, Jonathan was an attorney in private practice, and before that he led the government affairs team of the State Chamber of Oklahoma from 2014 to 2017. He also served as research and policy analyst for the Speaker of the Oklahoma House of Representatives.

Peter Fjelstad joins PCMA as Director, State Regulatory and Legal Affairs where he will work with both our Legal and State Affairs departments to address an increasing volume of state regulatory, legislative, and legal activity. Prior to joining PCMA, Peter worked in public policy and government affairs for the pharmaceutical manufacturing and health plan industries, including his most recent position with PhRMA. He also has held positions in the Minnesota state government.

Jenny Bradham has been promoted to Assistant Vice President, Industry Relations. Since starting at PCMA as a Conference and Development Manager in 2014, Jenny has consistently done an extraordinary job managing and helping to grow PCMA’s relationships with board and non-board level member companies as well as PCMA affiliates.

Charles Cote has been promoted to Senior Vice President, Strategic Communications. In this role, Charles will continue to lead our communications team as well as support PCMA member companies by developing and driving communication plans for industry policy issues. Since joining PCMA in 2006, Charles has led the effort with multiple public communications campaigns, not only promoting the value of PBMs but also addressing important legislative and regulatory initiatives on drug pricing and patient access.

Kayla Firriolo has been promoted to Director, Industry Relations. Kayla joined PCMA in 2019 helping to organize PCMA’s events and conference planning. The COVID-19 pandemic forced most organizations, including PCMA, to cancel in-person gatherings in place of new, untested virtual meetings. Kayla’s ability to adapt quickly to challenging circumstances has been invaluable.

Michelle Mack has been promoted to Senior Director, State Affairs, helping with our state lobbying efforts. Since joining PCMA in 2020, Michelle has successfully helped shape numerous state legislative bills on drug pricing and drug benefits. Michelle has more than 20 years of PBM industry knowledge and experience.

Jocelyn Wiles has been promoted to Assistant Vice President, Federal Affairs. Since joining PCMA in 2019, Jocelyn has proven to be extremely effective in advocating policies to promote lower costs and better access to prescription drugs with key congressional members and staff, while helping to educate policymakers about the value of our industry for patients and plan sponsors.
